Rep. Luis Gutierrez plan on Comprehensive Immigration Reform
Rep. Luis Gutierrez of Chicago on the West lawn of the United States Capitol, addressed a group of people looking for real immigration reform for our broken immigration system. Rep. Gutierrez has had ongoing talks with various groups including labor groups, faith-based groups and civil rights groups.
Rep. Luis Gutierrez disclosed his plan on fixing our broken immigration system.
1. Pathway to legalization for undocumented workers:
To make immigration reform work we have to take on a realistic approach for the over 12 million undocumented immigrants that are living, working and raising families in the U.S. There has to be a bill that says if you want to do harm to this country we do not want you but if you want to come to this country to work hard and provide for your family we will welcome you.
2. Professional and effective border enforcement:
We need real border protection that the 21st century technology can provide but still stay true to the American dream and values. We need the government of the United States to make a real partnership with border communities and others that have a stake in our protection when making border enforcement policies.
3. Smart and humane interior enforcement:
We should treat immigrants with humane and fair play regarding immigration detaines.
4. Protecting workers:
We need to work together with labor. If we do not some employers may continue to exploit the system. We need to have greater labor rights of workers and have stricter penalties for dishonest employers that would still take advantage of immigrants.
5. Verification systems:
We must fix the current E-Verify system. We need to do this not only to protect Americans but also to stop some employers from exploiting immigrant workers. If we do this it will greatly reduce illegal immigration.
6. Family unity as a cornerstone of our immigration system:
As of today our broken system keeps families separate far too long, any where from years to decades. We need a system that fairly and equally treats and keeps in mind the family values to keep families strong but most importantly keeps husbands, wives and children together.
7. Future flows of workers:
We need an employment- based visa system that is both equal to workers as well as employers. This country attracts the best, brightest and hardest workers from around the world. This is a great benefit but it is often at odds with the needs from our labor force and economy. Much of our guest worker programs are ineffective and broken and undermined workers rights.
8. AgJOBS:
Agriculture is a critical role in the nations economy and in keeping our food supply secure. We need agreement with both labor and agriculture businesses that allows immigrants working as farm workers to be able to obtain legal protections and also gain their immigrant status in the same time allowing employers to ensure a legal workforce.
9. Dream Act:
Everyone wants our country to have the best educated, motivated and prepared workforce in the world. The Dream Act should be quicker and easier for children that has grown up in this country and know no other home to be a productive citizen in this country. Children that were brought here illegally should not have to pay for their parents mistakes. These children should be totally integrated into society as Americans that they really are, and as soon as possible.
10. Promoting immigrant integration:
State and local governments have for years been in the fore front in helping new immigrants to become citizens. The federal government on the other hand has hardly done anything to help immigrants. We must remember that our nation is built on immigrants and probably always will be. If we are to fix the immigration issues that face us today we must correct all these issues.

1. Camino a la legalización para trabajadores indocumentados:

Tenemos que trabajar juntos con el trabajo. Si no lo hacemos algunos empleadores pueden seguir explotando el sistema. Necesitamos tener más derechos laborales de los trabajadores y tienen sanciones más estrictas para los empleadores deshonestos que todavía se aprovecharía de los inmigrantes.
5. Sistemas de verificación:
Tenemos que arreglar el actual sistema de E Verify. Tenemos que hacer esto no sólo para proteger a los estadounidenses, sino también para evitar que algunos empresarios de la explotación de los trabajadores inmigrantes. Si hacemos esto contribuirá significativamente a reducir la inmigración ilegal.
6. La unidad familiar como piedra angular de nuestro sistema de inmigración:
Al día de hoy nuestro sistema roto mantiene familias separadas durante demasiado tiempo, en cualquier lugar de años o décadas. Necesitamos un sistema que trata con justicia e igualdad y tiene en cuenta los valores de la familia a mantener a las familias fuertes, pero lo más importante sigue maridos, esposas e hijos juntos.
7. Los flujos futuros de los trabajadores:
Necesitamos un sistema basado en el empleo de visado que sea igual a los trabajadores como los empleadores. Este país atrae a los mejores, más brillantes y más trabajadores de todo el mundo. Este es un gran beneficio, pero es a menudo en contradicción con las necesidades de nuestra fuerza de trabajo y la economía. Gran parte de nuestros programas de trabajadores huéspedes son ineficaces y roto y ha socavado los derechos de los trabajadores.
8. AgJOBS:

9. Dream Act:

Los niños que fueron traídos aquí ilegalmente no debería tener que pagar por sus errores padres. Estos niños deberían estar totalmente integradas en la sociedad como a los estadounidenses que lo que realmente son, y tan pronto como sea posible.
10. Promover la integración de los inmigrantes:
Los gobiernos estatales y locales han sido durante años en la parte delantera tanto en ayudar a los nuevos inmigrantes a convertirse en ciudadanos. El gobierno federal por otra parte apenas ha hecho nada para ayudar a los inmigrantes. Debemos recordar que nuestra nación se basa en los inmigrantes y probablemente siempre lo será. Si vamos a solucionar los problemas de inmigración que nos enfrentamos hoy en día debemos corregir todos estos problemas.
